What is the Housing eligibility Certificate?
The Housing eligibility Certificate states the technical conformity of the accommodation where the non EU-citizen lives. This means that the accommodation itself matches the minimum parameters required by Law for Public Residential Housing (Ministerial decree 5 July 1975 and the Local Hygiene rules of the municipality of Mantua, approved with D.C.C. n. 14/2004 and modified with D.C.C. n. 57/2017).
What is it used for the Housing eligibility Certificate?

The certificate is essential to apply for obtaining:

  • The contract of permission of stay for dependent work.
  • Entry for self-employment  work
  • Family Reunification , if they live abroad
  • Card  or permission of stay

The citizen must   submit the application to the Housing services office to Aster, in2-4-6,  Imre Nagy street , Borgochiesanuova (bus n.9, “Europa” stop)

Investigation and procedures terms
The certificate of eligibility is issued by the offices after the accommodation survey done by the Aster technician in the housing.  The whole process for obtaining the eligibility, takes up to 30 days from the submission of the request. In order to obtain the missing documentation and if an adjustment is needed, according to Law n.94, 1990. 

In order to collect the eligibility certificate, the citizen should come to Aster with an identity card. In the case that the citizen cannot collect the eligibility certificate by himself, he can authorize, someone else, who can pick up it with a valid identity card, together with a small written authorization approval form.

The certificate lasts in six months. Before the expiration of this date, it is possible to ask an extension for furthers six months by filling the form and by submitting the required documentation. The extension can  be done just once. After that, it will be necessary to submit a new request.

Documents required to obtain the eligibility housing certificate or the extension

In case of first issue of the document:

  • completed application form requesting accommodation, complete with information on the processing of personal data, according  to the  European Regulation (EU) 2016/679.
  • the applicant permission of stay if  he  is  a foreigner , former  law 94 of 15/07/2009), identity card if  he is Italian.
  • rent contract  or  the title deed of purchase of the house or loan for use contract, accompanied by regular registration.
  • Declaration of hospitality if there is cohabitation.
  • Boiler booklet with h or g control model if the heating is autonomous.
  • Declaration of the co-owner administrator if the heating is centralized or if there is a district heating system managed by TEA; or declaration of the homeowner if the property is not a block of flats.
  • Certificate of drinking water if there is no connection to the public aqueduct.
  • Dependent  work contract for people who works in the profession  as , domestic helpers or similar.
  • Stamp of € 16.00.

In the case of an extension request:

  • Self-declaration of the owner of the building that there is an  absence of building modifications (attach a photocopy of the owner's identity document)
Secretarial charges to be paid at the time of the request at the Aster Desk:
  • € 70,00 for secretarial expenses for the certification of new housing eligibility
  • € 35,00 or secretarial expenses for the extension of the certificate of accommodation eligibility
